If you could move anywhere in Canada, where would it be?
It’s a question Canadians are asking more than ever thanks to the misfortune that is the pandemic. A new Leger survey conducted on behalf of RATESDOTCA found that almost one quarter (23%) of those who moved or plan to move since April 2020 cited COVID-19 as a reason for relocating. 21% of those who moved or plan to move are moving from a major city hub (Greater Toronto Area, Greater Ottawa Area, Greater Montreal, Metro Vancouver, Calgary Region and Metro Edmonton) to smaller towns/rural areas.
But Canada’s a big place. There may be special towns you never even thought about. That possibility is precisely what inspired this report, which had one simple mission: to identify Canada’s best places to live outside of big metro areas — for folks who can live and work anywhere in the country.
We call it the Livability Report because not only does it factor in traditional metrics like affordability and growth, but it also gives weight to lifestyle-oriented criteria like scenery, nightlife, outdoor activities and accessibility. In fact, the survey revealed that one of the top deciding factors when looking for where to move is scenery (proximity to mountains, major water bodies, forest, etc.) (17%), after affordability (33%). Other top factors include economic and job growth (12%), size of city/town (8%) and outdoor activities (8%).
After two months of research, we ended up with a list of more than 150 communities. The list was then refined and ranked using a formula that awards points for positives like a growing population, low mortgage costs and scenic beauty, to name a few criteria. All cities and towns were compared to each other with some ratings (e.g., scenery and nightlife) necessarily being subjective. The result is a compendium of the best communities this country has to offer.

#1 on the list – Langford, BC - is an attractive, small but fast-growing west coast city. #2 – Kelowna, BC - is a lakefront mountain town in the heart of Canada’s wine country. #4 Bathurst, NB has an average mortgage payment under $500 a month!
Some of these places are undiscovered gems, at least outside of their local regions. For that reason, many of these places—particularly those with higher-than-normal population growth—may have above-average investment potential.

Located on southern part of Vancouver Island, Langford is located about 15 minutes by car from Victoria. While at one time the long shadow cast by the provincial capital made Langford something of a privileged secret, an uptick in home sales and a growing population suggest Canadians looking for an idyllic place to call home have discovered this gem.

Founded in 1634, Trois-Rivières was the second permanent settlement in New France. Much like Quebec City, the first permanent settlement, it retains an old-world feel that only a smattering of cities in Quebec can offer.
The urban charm provided by European architecture, mesmerizing churches and criss-crossing channels is matched by the verdant swathes of forest that enclose the city. In this sense, the mixture of civic artistry and sublime wilderness that characterize Trois-Rivières is the same merger that typifies the singular majesty of broader Quebec.

Opening into the Gulf of St. Lawrence, Bathurst offers stunning scenery and a laundry list of outdoor activities, both on land and in the water.
The population of Bathurst barely exceeds 30,000, making it a relatively calm and laid back place to live. On the other hand, there are fewer options for nightlife and dining, making it a solid middle ground for Canadians looking to find something between sprawling metropolis and cottage country.
But what really makes Bathurst one of Canada's most livable places is the cost of real-estate. With an average home price just over $110,000, Bathurst is the second cheapest place to live on our list. Compared to other desirable locations, especially those situated on the water, it provides a rare opportunity for homeownership.

Our third entry from BC rounds out the list, with Rossland ranking as the country's fifth most livable place.
While it lacks the clement weather and urban culture of Kelowna, Rossland is a pristine, natural haven that's far easier on the wallet. It's an ideal place for those looking to surround themselves with nature - lakes, tall trees and mountains give Rossland its defining qualities, making it a one-of-a-kind option for those looking to relocate.
Countless cross-country trails and imminent alpine access make Rossland a skier's paradise. The slopes make it a tourist destination in winter, with many houses occupied seasonally.
RATESDOTCA’s first annual Livability Report analyzed almost 10,000 data points to arrive at a score for each municipality surveyed. The score was a proprietary weighting that balanced things like population growth, home price growth, mortgage affordability relative to a $100,000 household income, scenery, climate, outdoor activities, nightlife, property taxes and proximity to commercial airports. Suburbs in the largest metro areas (Toronto and Vancouver) were intentionally omitted.
An online survey of 1,514 Canadians was conducted by Leger from January 22-24, 2021, using Leger's online panel. The sample's ages ranged from 18 to 55+ years old. The margin of error for this study is +/-2.5%, 19 times out of 20.
